You can get the PTO and lever on with the transmission in the vehicle, but tricky.

The bolts that hold the sheetmetal plate are too short to hold the PTO cast housing.

Some of the PTO holes go through, and will leak, AND you don't want to use really long bolts as they might foul something inside the transmission.

It is difficult to tighten the top centre bolt / stud when the transmission is in place on the vehicle, and you have to take the whole thing off again to add a steel shim.

Make sure it isn't too tight, that's the big deal. Gauging the clearance by the amount of play in the output shaft is a good idea ( wish I'd thought of that )

It will leak and drip. The military manual tells you to use the correct quantity of steel shims for clearance, and just to coat them with oil before assembly. PTO face and transmission face to be completely clean and spotless, so the military didn't fit 'gaskets' or gasket goo at all - just shims, oil, and cleanliness.
