How can you build up pressure in the block when the block is connected to the radiator via the lower hose, and there's no obstruction in it? Even immediately downstream of the pump, you can't get much pressure because it's a simple low-pressure impeller pump with plenty of leakage around it, not a positive-displacement (piston or gear) pump. Think about what happens when an engine normally overheats -- it builds up steam pressure until the radiator cap releases; it doesn't blow our core/freeze plugs. If the plug blew out, it was probably loose and even the normal pressure in the system, once the thermostat was installed, was enough to blow it out. Either that or a whole lot of things are very seriously clogged.
