Brake shoe question

The power wagon tm recomends using a shorter lining on the rear shoe on each backing plate. All of mine are lined with the long shoe.Will I not be able to generate enough # per " to brake properly?

They also show a tool for adjusting the heel of the shoes that slips over the spindle. Has anyone built a tool or found a better way?
