There was no drain plug that I recall (I'm sure I'd have used it if there was, I could be wrong though), only the neck and the hole for the float. I tried draining it through the float hole too but had the same problem as with neck - there was a lip, but this time from the stamping of the tank, not a big one but enough to keep some water in it.
