That sounds like an engineer's response, not a soldiers. In other words BS.
The realities of combat show that the 416 jam rate is far less than the M4..and ALL troops in the field are trained...
I remember living in constant mud for 40+ days and some dumb-ass garrison trooper, 2nd LT jumping down my throat because my platoon didn't have polished boots...I had to be restrained...by my Colonel, who told the Lt. to get his butt back on the Huey and get out of my AO.
What's in the manual doesn't mean squat in the field. Cleaning a weapon every 300 rounds, in a 60 mph sand storm, during a firefight, is ridiculous.
