Rustoleum red oxide primer is very good over rust. Their industrial enamels are also very good for the price if you need something you can brush on. I agree about the softness, however. Baking, either in oven for small parts, or out in hot sun for large things, will harden the paint up pretty well. Even so, the primer seems soft compared to their gloss top-coats. If you're not painting over rust, the rustoleum top-coat alone will work pretty well over either old sound paint or bare metal if the surface is scuffed up. Another good thing about rustoleum is that its mild solvent won't lift old paint. Obviously the special catalyzed chassis paints will be harder and will probably adhere better if you want to spend the money and take the time to do it right. Not doing it right will make a bigger mess with the fancy stuff than with brush-on rustoleum. I made a mess of my M37 when I first got it by trying to use some super-fancy 3-part strontium chromate epoxy primer that was given to me by a friend who was in charge of paint at a well-known airplane company in the Seattle area. I thought it would be great stuff but it turned out that prep was much more critical than with ordinary paints, and it disintegrated in a few months if exposed to sunlight and not top-coated.
