Try installing a grease zerk in the cylinder inlet (don't strip the threads because they will usually be a little different, just catch enough to allow the job to get done!), place the wheel cylinder in a good vice so that both ends are held in the jaws. This is to allow both pistons to be popped free because once one lets go, it wants to go all the way. A simple grease gun puts out several thousand psi and will usually free both pistons. Of course, you MUST clean out all grease before proceeding with the rebuild. I have used this method to free wheel cylinders for drum brakes and to free disk brake calipers, too.
