Paul,
You say you bled the brakes the first time, when you did, did they pump up at all? I think that you need to start all over with the process, first re-do the master cylinder again and make sure that you have flow, and then the whole system again. It does sound like you missed some air. Have someone pump-it up and then keep pressure on it while you crack the bleeders after you redo the master cylinder. It should still pump up eventually even with air at first after you've done the master cylinder and be sure to keep the resevoir full from begining to end.
