If you still have to contend with smog or if you plan to stick with manifolds, I'd get that kit from the dealer. It contains a butterfly, shaft, spring, etc. Everything you need to repair the valve. You assemble all the parts in your manifold and take it by a muffler shop (or somewhere that has a welder) and have them weld the butterfly in place to the shaft in the correct position specified by the instructions that come with the kit. Be careful not to break the manifold when pulling the old valve out, you may want to blow it out with a torch. If you try and pound the shaft out with a hammer you will break the manifold and they are about $250 from the dealer.

Most importantly, the purpose of that valve is to force exhause gas through the cavity in the intake manifold when the engine is cold, this helps better atomize the fuel when cold. Often times the passages in the intake are clogged solid so it may be pointless. On some models, the manual choke is actuated by the heat created in the manifold. Installing an electric choke may be necessary if you remove the valve, but you may have cold drivability problems without heat atomizing the fuel. Some GM late model carburated cars use a heated spacer plate for this function. Hope this helps.
