White smoke means fuel is being injected but is not igniting. Most likely cause is low compression. Ether (harsh) or WD-40 (gentle) sprayed into the air intake while cranking should help it start. Pointing a blow torch into the air intake (take off the air filter and do it downstream of that) while cranking is also an effective pre-heater. If the engine has any compression at all, it should be possible to get a few pops and puffs of black smoke out of it by doing those things, even without any functional glow plugs or injector pump. The white smoke, though, tells me it is injecting. The trick is to make it run smooth and steady. It's also possible that the injector pump has been put on backwards and so is injecting on the exhaust stroke.
