OT: Deisel Tractor Question

I have been trying to help my dad get his old Massey Ferguson 210-4 deisel tractor started so he can plow his driveway. The ignition switch and glow lamp weren't working so we were jumping the starter motor with a screwdriver applied to both terminals. It would turn over but not start, just white smoke. We replaced the switches and still no go (would not crank the starter motor or heat the plugs). It must be the wiring connections under the dash somewhere.

Anyway, we ran a lead directly from the (+) battery terminal to the glow plugs and tried jumping the starter. Still would turn over but not start. So we removed the glow plugs, thinking they must be burned out. Since we can jump the starter, the glow plugs may be all we really need.

Here's the question: When we pulled the glow plugs, they are dry with black carbon build-up. After all of this cranking shouldn't the glow plugs be wet with deisel fuel if the injectors/pump are working?
