It's already been established that this truck was a patch together truck.
However from this view you can clearly see that regardless of what year the light buckets are, they and the fenders, are in the 1940 location.
It's not a '39, the "cross hairs" do not "droop". The fenders are not 1941 fenders because of the headlight locations, just as the "1941" truck you referenced in one of your photos had it's headlights/fenders in the 1940 location.
We both know that it's risky to ID trucks from photographs because of all the little nuances and because of the many parts that may have been striped from other trucks and installed on the project by the owner, but as long as we don't get too anal about it, it's fun to guess, depending upon photo resolution....= )
