To get my drums off, I had to remove the brake pad anchors because the drums had a lip on the edge that no matter how far in I adjusted the shoes, it wouldn't come off. There are also 3 holes in the drums (besides the holes for the drum retaining screws) for 3/8"x 18 course thread I think, cap screws that will break the drum loose from the hub. Yours may be gunked up and you can't see them.
