Good drums are as scarce as hens' teeth. Even if he's switching to disks, somebody needs those drums. I've never understood why they didn't put a couple of threaded holes in the drums, like with the axle flanges, so you could put a screw in to break them loose. If they're somewhat loose, but don't come all the way off, it's the brake shoes that are holding it. If they don't move at all, it's rust. If it is the brake shoes, adjusting the shoes further in is the fix, in theory, but rust makes that hard because the adjusters are hard to get a lot of torque on and you might just round them off before they turn. And then even if that works, I've had shoes actually rusted to the drums. Same thing happens with clutches. Asbestos and steel have a great affinity for each other, given enough time and a little water.
