M37 pedal seal installation.

I just bought a set of rubber seals for the pedals. The one for the gas pedal is obvious -- it has a small hole for the rod, and a slot around the outside of it to hook onto the sheet metal like a grommet. The ones for the clutch and brake, however, have me baffled. First of all, there's no slot to hold it to the floor, and no place for screws. So, I'm thinking it's supposed to attach to the pedal on the outside of the floor board and go up and down as you push the pedal (so they'd only "seal" while the pedal is up. But then I also can't figure out how to get them onto the pedal arms. They aren't stretchy enough to go over the pedal from either end. I've never seen an M37 with these seals still on it, so I don't know how they're supposed to go. I'm sure it's simple, but can somebody please explain it to me? Actually, the main reason I got them was I was hoping that they somehow would keep the pedal arms from banging into the floorboards and rattling around.
