I wouldn't hazard a guess about your wheels, but rusty lock rings worry me. Rust around the valve slot is no big deal -- brush it and paint it and the flap will protect the tube -- but rings popping off isn't a good thing. If it was mine, and it was marginal, I'd use them only as duallies. That way if a ring blows off, it won't go anywhere, and you can still drive on the remaining tire. I would not put any iffy ones on any truck as singles.
