Based on information from Steve at VPW, I had the top tank turned to face the correct direction with the rotation of the radiator, center rear coolant intput hole added rather than on side of top tank, and new core... This installation bought the needed 2.5 inches but still required the need for thin Flex-a-lite electric fan since there is no room for orginal or 251 water pump and mechanically driven fan. No need to move cab and the 2 rods that secure the radiator to firewall are adjusted as they are threaded. The 251 block requires 2.5 inches more room that the 230 and uses a different front motor mount.
