To the gov'mint of course. They'll get you the money by selling some bonds to some guy in the United Arab Emirates who borrowed the money at 1% interest from the Japanese banks... and so you see, it's free money, there's plenty to hand out to everybody, just keep voting "incumbent" and you'll keep getting your no-jellybean subsidy. Me, I was going to plant oranges on my acreage in North Idaho, but I bet the orange growers down in your neck of the woods don't want any competition from Idaho, so with any like Diane Feinstein will talk to Larry Craig (he of the wide stance) and we'll get Idaho on the no-orange-growing CRP program. For a price, I'll also promise not to see if there's any oil under my land, that I otherwise might find, pump, and burn, causing global warming.
Oh, and did you know we're using "carbon credits" to pay Africans to plant trees to suck CO2 out of the air? I never knew about this program till a friend who's a retired bank president told me about his friend in Africa who heard about this program. All the land near where he lives is covered with jungle, so in order to get paid for tree planting, after buying a plot of land, he first had to hire some laborers to cut down and burn all the trees on it to clear the ground so he could plant the trees he could then get paid for.
