Muzzle-loaders, no matter how big the caliber, aren't considered guns by the ATF. Hern Iron Works in Coeur d'Alene casts a variety of cannons. They're not cheap, but you can buy them and fire them without any regulation. Of course you can't make minnie shells, and they can't be breech-loaders. They make a "seige mortar" designed to shoot bowling balls, if you should happen to have a supply of old ones.
