Knuckle drag pounds s/b the same for the PW 25-28 feet pounds without the seal in place. If shims are under the top cap, take a thin one out, retighten, shoot some grease in, and turn the knuckle by hand. If you don't feel any snags/jerks in its movement, you're probably fine. As other have mentioned, a complete rebuild is the way to go, but that depends on how much time you have before the rally. As you know, finding parts and getting them in time to complete the rebuild will be the biggest problem.
