The answer is "it depends". If all that happened is a lot of dirt fell in while it was sitting, once you clean it out it should be fine. I think it'd definitely worth a try.

However if water got in and sat for years and there's rust inside the tank, it will need to get coated or replaced. There's a limit to how long the original coating will last, especially with water in it. I've never had a rusty tank that was anything but constant frustration. Eventually they rust through and leak, but before it gets to that point you keep having rust flaking off and clogging things up. You can blow the outlet tube clean, get the truck running as smooth as silk, and a mile down the road it starts sputtering and stalls out because yet another flake of rust got sucked up against the outlet tube. You may want to just clean it the best you can, and then look inside it with a light and see if it's rusty.

As far as the goop goes, I've never tried it so I can say if it stays stuck, but I'm sure that if the tank's at all rusty inside, it'll need to be coated somehow with something.
