If not a plugged vent sytem, it may be flooding . Try unhooking the gas line before the pump, and let it run til it runs dry and dies. Reconnect line and re-start. Sometimes that inrush of fuel blows the culprit out of the carb inlet. Tell me, did somebody cut in a filter- into the steel line?
