I hardly ever post here because I don't know squat about FFPW's, but I'll stick my neck out. Not sure if you guys have Saginaw boxes, Gemmer or what, but for Saginaws I follow the instructions at the link and have had 100% success every time. The key here is the spring scale, removing guesswork on adjustment. Could be a slightly higher scale reading is correct for the resistance in a 4WD. Instructions were 'lifted' from another site which has now disappeared, so y'all might want to 'cut/paste' as you see fit:
