Look at if from outside the box and imagine a hypothetical situation where the main purpose of buying a building permit is not to assure that you are doing things correctly, but rather to establish a basis for increasing the property taxes that you pay.
Or, how about a situation where it is in the best interest of the pockets being filled to have only the "professionals" in-the-know and to keep everyone else in the dark?
I'm not accusing, I'm just imagining....
