As a follow up.
Since Jan. 2007, it is indeed illegal to perform any electrical work in CA unless you are a certified electrician or Owner/Builder.
Many "professional" electricians and "handymen" are not state certified. Just because you work as an electrician, or have an electrical contractors license, in CA, does not mean that you are certified, there is an additional certification test that you must take to perform work.
