Sure, you can burn water. But first you need to use more energy to break it down than you will regain by burning it. It doesn't matter whether you use microwaves or infra red, or electricity. You just can't get back all of the energy you used to make the water into fuel. And even if you could, you still need to get the electricity from someplace.

We just had rolling black outs in California. What we need is gasoline powered air conditioners, not electric consuming 'fuel' systems.
