This makes me wonder about the powers that make up building codes. There is a new electrical code requiring a portion of the re-bar be left stubbed out of the top of the foundtion so the electrician can connect a ground wire to it. I'm not sure I understand this, because I really don't know if concrete is a conductor or an insulator. If it's an insulator, then it seems like a waste of time. At any rate, this piece of re-bar would obviously be vulnerable to rusting, resulting in the problem you mentioned. I wonder how people got along without all the watchdogs we have now to keep an eye on us? Ha Ha
