The transfer case disengages the front drive line from POWERED rotation, but with the front axle turning the drive line still turns, albeit un-powered.
As for Sure Grip vs ARB lockers, the Sure Grip is a limited slip clutch and spring pack, subject to friction and load conditions. At best they work so so when new. As the springs and clutches wear the performance degrades.
ARB lockers are true lockers, both axles are locked together by a mechanical, positive connection, until the locker is turned off.
