I usually call a different office from the one I plan on dealing with to ask questions. Tell them your situation and see if there is anything possible you can do to satisfy them.
If not and it where me, I would walk into DMV with a Bill of Sale from the last owner. How you get it is up to you. Only saying what I would do, not telling you what to do.
