That O-ring goes where Greg said and with out it you will not get full effect with your petal. This is what failed on my (Taiwan made) master cylinder, the U.S. made cyls have a groove at the back of the bore (by the brake line hole) that this sits in the inports don't and they tend to slip out when the the (Taiwan made) rubber o ring gets hard.
