An idle problem. The velocity of the air increases and in the right situation will create a cooling effect and ice up the idle circuit of the carb.

Going down the hill at idle in theory could do it but the velocity of the air at that time would be different then true idle.

I would think he would have problems at idle and the first 10-15 minutes of starting the truck for the first time of the day if it was icing causing that problem. Thats why I still say its a fuel problem from the incline of the hill.
