Yes, like here in Colorado one can get a bonded title, as long as the vehicle doesn't show up as stolen and one has possession of the vehicle. Costs extra time and money but it gets the title into one's name.
The bond is in place to pay any former owner of the vehicle that shows up at a later date with proof of ownership(as in the immediately preceding, untransferred title). The former owner does not get the vehicle, they get cash paid out from the bonding company.
