Dave, It has been several years so I don't have the numbers at hand. As Remember, it will not be in the Ca. Vehicle code book but was established as a legislative act at the time when the no op law was established. I used to have the number of this act and would use it at DMV to avoid the fees. This was done to allow collectors of vehicles to not be penalized for having a collection. As I remember it it was an AB### (Assembly bill) providing the exemption. Jay Leno would know or any one out here with a large collection. I will Keep looking. Maybe a search with an Assembly Bill and non op exemption would turn it up something. At any rate I would just provide the AB Bill number and that was enough. Maybe not much help but I know it exists. Jackson
