I'd grind the old rivet out with a small angle grinder, then drill to the next size bigger common bolt size and use a grade 8 nut and bolt. Rivets are stronger than a bolt of the same size bolt. You also have to remember threads on a bolt will make a 5/16 bolt basically the strength of a 1/4 inch sold shaft.
