Feel free to send pictures, the nose and the dash would be the main areas to look at. Also the tags on the side of the truck, a 1963 W300 has Power Wagon tags on the side of he hood, a 300 badge on the grill, and a Dodge badge on the fender. A 1970 W300 has a much smaller all one piece Power Wagon tag mounted on the fender, as well as a badge that says Dodge 300.

You should also check the frame number.

The VIN number should be stamped on outside of the frame on the passenger side above and a little in front of the front axle.

The VIN number from a 1963 W300 with a V8 would start with 238, not E31. 1970 is the first year for that numbering system, so if the tag and frame match you have a 1970 W300. If you have one of the ex military ones maybe the Government screwed up when the released it? That happens all the time. Also the title could have been screwed up by any DMV in the last 37 years, most of the counter people would have no idea what year those numbers break down as.
