Clogged fuel line?
My M-37 did the same thing (chug chug till it didn't go any more). I could temporarily keep it going by backing off the gas, but I could never return to the same engine speed or power. Eventually it would whimper to a crawl and die. Yes my accelerator pump could spray enough gas to fuel my import for a week. And the carb bowl would sometimes fill, so I'm not sure if it was the pump, but that would be an easy, messy test.

Solution? I have none as I haven't had the truck running for several years. However...

When pulling the fuel filter the bottom of the tank was awash in rust crud. When looking at the intake line it was clogged with rust. Likely plugged along the whole line.

I would recommend checking the line. Maybe disconnecting both ends and blasting it with air to shoot those rust chunkies out at supersonic skin and eye piercing speeds. Combine that with atomized gasoline. Add a heat source or spark and You'll be in business! [safety sarcasm]

Me? I plan on replacing the fuel line when I figure out how to afford a renewed tank or a "new to me" tank.
