I would check with the local regulatory agency, county and fire. In CA there are regulations with CDF but these are mainly for driveways and roads to houses which require turnouts and hammerheads for fire access. Do you need a local grading or errosion control permit? Is it by a stream? Its not as easy as it once was anymore but it depends on where you live.
