In many places, 20% is all that is legal to build for a driveway. I think that with well packed soil or road base, most vehicles should be able to traverse a 20-25% grade without a problem. A short section of a road that goes around the property was about 30% for a while, and a 2wd pickup was helpless unless you were really careful. An M37 or M35 should deal with 20-25% just fine. Can you make one big sweeping turn up the hill instead of making a sharp zig-zag? That would make it easier to slope with a dozer so the water runs off. Even if the road had a hairpin turn, it would seem better that a zig-zag that required reverse.
