The CDL's were supposed to be for the operation of commercial vehicles ONLY. Supposedly a CDL wasn't required IF (for example) ya took a fully loaded 18 wheeler that belonged to the XYZ Corp from factory A to factory B as long as ya didn't pick up & deliver other loads on the way. This was the Federal mandate.

From what I've been hearing/reading, some states have altered that mandate. The whole purpose of the CDL's was uniformity & to stop some drivers from getting multiple licenses from multiple states. Also, some states DIDN'Y have a special test to get a big rig license. You could take your drivers test in a Beetle & then go out & drive Big Mama.

So technically, as long as your not using the truck "For Hire", you should be cool. At least in Illinoisssssss that's the way. Again, other states have altered the mandate, so look into it locally (& also any state ya have to pass thru). Hell, just say your modding it into a RV. ;>)
