I would doubt that statement. All vehicles issued by the military would have gone through the testing system regardless of destination. I have seen a flashcard for the M601 taken at Aberdeen Proving Grounds. I would guess maybe 2-3 were kept stateside for testing\production sample acceptance.
Try explaining why vehicles destined for SouthEast Asia were being tested in the US Army Cold Weather test unit. Seen the pics.
