Denman is the main supplier, they are made in Mexico. Nankang (Taiwan) was also making a 9.00-16 but they seem to have gone away. There may be some other NDT's in Europe or Israel. Wallace Wade is a good tire source and they have a limited run of 11.00-16 chevron pattern WWII-style tires, these are taller.
