I believe that the only thing they are doing is attempting to raise money for the transportation (roads) systems.
Keep in mind that they just imposed "fees" to accompany the fines for certain traffic offenses, but only for Virginia residents. If you are a visitor or tourist from elsewhere, no fee for you.
Just think... A $100.00 fine for an illegal lane change, with a $3,000.00 "fee". Does that make any sense?
Those guys are out of control...
