It was a generic fender to cover duals on the back of a semi or a trailer.
The pictures do a better job describing them than I can type.
The fender is just leaning against Bruce's truck in this photo. The cardboard box is providing the spacing between tire and fender.
The back edge of the fender needs to be finished somehow to bolt it to the bed.
