Usually bad valves in the fuel pump that prevents the pump from building the amount of pressure needed. If the pump is old, I would repace it. Setting still and reving the engine does not burn the normal fuel required under a load.

I'm not suggesting you try this!!
A test can be rigged using a tank, rubber hose to the carb. A buddy is required to assist and the right hood side should be up in it's lock position. Drive the truck and if the problem is gone, then it's the pump or fuel line blockage as a problem. If the problem continues then carb problem, restriction at the high speed jet or incorrect float level

Other option is to rebuild/replace parts until the problem is corrected.
