I doubt if they are "illegal". I suspect the tire dealers don't want to jump through the hoops involved in keeping a man up to date on the insurance related problems. Ya know, the 1 in a million chance kind of things.

Reminds me of the "illegal turning of brake drums". Back when I worked in a brake shop, the boss looked into the 'ilegality'. He even took it to the local IGO- the Independent Garage Owners assn. Turns out, there was no law. Only the "Standards of the Industry". That concept is that everybody has to do things the way everybody else does them, or he will be responsible for possible outcomes. This prevents real avante garde thinking in so many industries. Makes you strive to be 51% percentile- no better, no worse.

So now, when somebody tells me "that would be illegal" I ask for a reference to the law- Penal code? Business and Professions code? Motor Vehicle code? Building code? Health code?
