Wheel date of mfg ?

I had thought - obviously wrong - that the two digit number stamped on the face of the Budd wheels was the last two digits of the year of manufacture - then I came across one with a "10" stamped on it. Cleaning that wheel, I found a date of 10-43 mfg by Goodyear. So - what is the significance of the two digit number stamped on the face of the wheel?
