that can be caused by a few different things. one is adjustment, if the shoes aren't centered in relationship to the drum you may be only getting partial shoe contact on the drum when brakes are applied causing hard pedal. The shoes need tomake full contact with drum surface or they small area of contact will overheat immediately and not result in friction.
2. Ling materials, I ran some napa lifetime guarentee shoes on one truck and the lining was so hard they truck wouldn't stop good at all. ever since then Ihave my shoes relined with Abex lining. Nice and grabby, work great when wet or muddy and last a long time.
3. Drums could be too thin and/or glazed and/or full of hard spots.
