Even if they pump up hard, and keep the brake lights on, there ought to be a bit of play in the pedal push rod. It's the link between the pedal and the master. You shouldn't have to mess with it, even if you change masters, but sometimes....

That is more likely than a brake hose, since there are no brake hoses between the master and the brake light switch. Bad brake hose would hold th brakes on, but not the switch.
