When Dodge Truck division started using permanently lubricated bearings in the PW, a light bulb was lit and they decided to make a permanently filled overflow tank that would never need draining. To keep the old time mechanics from draining the overflow tank, they had it assembled with the rear half upside down. In fact, old time mechanics can only fill it further from the old drain hole, assuring it remains permanently full. ;)
