I have not done it but trust the person that told me. If the dirt is dug all around just enough so it has a clear shot up and out. Most here in NE have sand around the bottom so they are sort of "loose" at the base. It sounds like you have a mess with the tight spaces and may not want to water near the basement in case there is a crack somewhere........You may just be better off to fill the tank with the approved material. Make sure you are up to code, think about trying to dig it up if it is filled with concrete!

Ever tried to sink even a 5 gallon bucket of air? Same deal.

Many years ago 1983? there was a fed deal to get them all registered or dug up here. Had to have the inspector watch it get dug up and inspect for leaks when out. He was at our farm, waiting for the backhoe guy who was running a few mins late. Inspector had to leave for a short time but gave us the permission to start without him. Backhoe guy came and dug off the top and one side and one end and lifted the tank out in a heartbeat.

Inspector came back and could not belive it was done so quick, he had watched one guy dig all afternoon to get one out. Rookie.

No leaks but under the shallow tar it was pinholed all over. Only 10 years in the ground!!!!!!!!

Best of luck with yours.
